Keep the home team/crowd involved in the game for as long as you can. Maintain a close game. Promote national teams. Develop backstories for the big city teams.
How to do it: They don’t hire officials; instead, they keep them apart to provide the NFL a bright cushion of plausible denial. However, officials are informed of which players and teams require “help” by officials. Examples:
